Advancing Oral Health Equity & Access Through Community-Based Care

This presentation describes the work of Dental3 and its provider-partners to deliver high-quality, no-cost oral health services to marginalized populations outside the walls of traditional dental clinics. The presentation will describe how and why the Dental3 initiative was founded and funded, will delve into oral health policy and how it has shaped and hindered the program, and will address the benefits and challenges of providing care coordination/care navigation services to ensure ongoing dental health access for vulnerable communities.  


The Health Equity Webinar Series is a free online webinar series designed to showcase dynamic work being accomplished to enhance health equity opportunities. This series discusses different innovative implementations, strategies, best practices, success stories, and experiences impacting health equity in communities served with public health professionals around the nation. 

Health Equity Webinars are hosted live on the third Friday of each month at 10 am PST.   

To join the live session, please enroll in the course before 10am PST on the day of the webinar. All Health Equity sessions are recorded. If you enroll after the live webinar session has ended, the course will contain a video recording of the live session you can watch instead. Please note, it may take up to one month for the recording to become available.


Learning Objectives:

Upon completing this webinar, participants will be able to:

  1. Attendees will learn how Oral health population-based services (preventive and restorative services) delivered in alternative care settings may be funded and sustained.
  2. Attendees will be able to describe the state/federal policy opportunities and barriers that support/ pose challenges for community oral health programs.
  3. Attendees will be able to describe how oral health initiatives may be utilized to close equity gaps in oral health access and outcomes.

About the Speaker

Robin Moody, MPH, CPHQ

Robin Moody is executive director of Dental3 (“D3”), a nonprofit that comprises a unique partnership of Medicaid dental plans, Coordinated Care Organizations and community partners working collaboratively to advance oral health in the Tri-County Portland, Oregon region. This is accomplished by providing and coordinating oral health preventive and restorative services in alternative care settings, including Title 1 schools (K-8), Head Starts, and mobile dental units that serve adults and children. 

Robin’s prior roles include executive director of the Oregon Health Forum -- a nonprofit committed to advancing health policy solutions through meaningful community dialogue -- and executive director of the National Rural Accountable Care Consortium, a Practice Transformation Network working with 12,000 clinicians in rural and underserved communities nationwide to improve clinical quality and support transition to value-based payment models. She also served as vice president of operations and director of policy and compliance at Caravan Health, and before that, worked for seven years as senior director of policy development at the Oregon Association of Hospitals & Health Systems. At the start of her career, Robin spent more than a decade as health care journalist and editor, working for newspapers around the Pacific Northwest, including six years as the health care reporter for the Portland Business Journal.
