Intimate Partner Violence (IPV): A Public Health Priority for EMS Providers

Participants will acquire an understanding of the complex health issues facing victim survivors of domestic and sexual violence. The discussion includes an overview of this traumatic event and an identification of the barriers victim survivors encounter while seeking medical services for themselves particularly in rural communities. EMS first responders are in almost every community across Nevada and consist of skilled and trained professionals who make the initial contact with a victim survivor of sexual assault. These teams are in a unique position to respond empathetically to patients in an evidence-based, trauma-informed manner that will pave a way for those victims to get the help they need to maintain their health and take advantage of safer options so they can live violence-free. Practical tools and strategies to build successful partnerships between health care and community-based domestic and sexual violence advocates are included. 

American College of Emergency Physicians Policy states "that training in the evaluation and management of victims of IPV should be incorporated into the initial and continuing education of EMS personnel. This training should include the recognition of victims and injuries, an understanding of the patterns of abuse and how this affects care, scene safety, preservation of evidence and documentation requirements."  


The Health Equity Webinar Series is a free online webinar series designed to showcase dynamic work being accomplished to enhance health equity opportunities. This series discusses different innovative implementations, strategies, best practices, success stories, and experiences impacting health equity in communities served with public health professionals around the nation. 

Health Equity Webinars are hosted live on the third Friday of each month at 10 am PST.

If you enroll after the live webinar session has ended, the course will contain a video recording of the live session you can watch instead. Learning Objectives:

Upon completing this webinar, participants will be able to:

  1. Examine the scope of the problem as it relates to EMS and public health care;
  2. Define intimate partner violence (IPV) and understand its complex dynamics along with identifying the health equity barriers that exist among underserved marginalized populations particularly in rural communities; and
  3. Discuss the guiding principles for an improved EMS and public health response, including safety for the medical provider, trauma-informed intervention, documentation, and making appropriate referrals to community-based domestic and sexual violence advocacy services.

About the Speaker

Judy Henderson, MEd Mgt. Training Coordinator for Nevada Coalition to End Domestic and Sexual Violence  

Judy Henderson, Training Coordinator for the Nevada Coalition to End Domestic and Sexual Violence (NCEDSV), is responsible for the development, implementation and evaluation of education strategies that support the mission of NCEDSV. While working at NCEDSV, she has conducted over 275 presentations to advocates, law enforcement, judges, teachers, parents, and allied professionals in the fields of social work, batterer’s intervention, therapists, public health, and medical professionals. 

Judy’s experience includes being a presenter for the University of Nevada Reno, School of Community Health Sciences, Project ECHO Nevada, UNR’s Diversity Program and Title IX staff and the University’s School of Medicine, Physician Assistant Program. Additional higher education institutions include Carrington College, Touro University, and the Nevada State College School of Nursing. Professional organizations include the Nevada Primary Care Association, Nevada Nurse’s Association, the Nevada Nurses’ Foundation and the Northern Nevada Dental Society. 

 In 2016, Judy received the Stellar Educator Award from the Alliance for Victim’s Rights and in 2019, she presented Intimate Partner Violence: A Public Health Priority for EMS Providers at the National Sexual Violence Conference in Philadelphia. In 2021, Judy created a virtual poster for the National Conference on Health and Domestic Violence. On May 24, 2022, CDEWorld asked Judy to record a national webinar titled, Dental Professionals’ Opportunity to Support their Patients During the Silent Pandemic – Intimate Partner Violence (IPV). A handbook was published to accompany this webinar, Enhancing Dental Professionals' Response to Intimate Partner Violence, 2015. 

Judy's educational background includes two bachelor's degrees; Social Science and Sociology and a master's degree in Education Management from the University of LaVerne, California. While working as a public high school teacher and attending classes to earn her master’s degree, Judy actively volunteered as an EMT in a rural community in Pennsylvania for eight years.
